I just watched "Three Days of the Condor," a Robert Redford film from 1975, and saw this same street sign design in the background. So this particular sign has been around for at least 30 years.

Happy Holidays, Scott! (*'-')b
Hahahahaha, you are right, using "please" in smaller type makes the sign pathetic! How funny is that? :D I saw more than one pattern of street sign designs about dogs in NYC. It seems desparate as well to me in that the City is trying to carry the dog message from various angles to appeal wide range of people, saying "this message got to you? No? How about that one? No?"
ai :)
